NO TOBACCO BAN LIKELY, LUKEN SAYS

Tobacco should be outlawed but probably never will be, Rep. Thomas A. Luken, D-Ohio, told lawmakers from North Carolina Thursday.

Luken is chairman of a House subcommittee studying legislation aimed at keeping tobacco companies from directing advertising campaigns toward women, young people and minorities. His proposed bill would limit print advertising to text only - there could be no pictures and no logos.
