What do Hubert H. Humphrey, Everett McKinley Dirksen, Mike Mansfield, John Stennis, Barry Goldwater, Claude Pepper, Henry M. Jackson, Margaret Chase Smith, Sam Rayburn, John W. McCormack and Joe Martin have in common?

The answer is not the simple one that all are retired or deceased members of Congress.

It is, rather, that all are political eminences whom Congress has chosen to honor by paying out millions of federal dollars to establish foundations bearing their names.

Total price tag over the last 15 years: more than $100 million.
