The average cost of owning and operating a new car this year increased 7.8 percent, less than the 12.1 percent rate of increase last year, the American Automobile Association said. A smaller increase was reported in insurance expenses; other costs rose about the same rate as last year.

\ Interest rates on 52-week Treasury bills rose in Thursday's action to the highest level since June. The Treasury sold $9.75 billion of the bills at an average discount rate of 7.76 percent, up from 7.42 percent at the Feb. 13 auction.

\ More than half of national forests lost money on timber sales last year, the government said Thursday in a report that environmentalists say support their call to roll back subsidized timber sales.
