ASBESTOS-REMOVAL PLAN APPROVED FOR SCHOOLS

City Council approved Tuesday a $1.5 million asbestos-removal plan for city schools, which could result in a November bond referendum.

School Superintendent Harold Lamm told councilmen about $1 million would be spent on Albert Harris Elementary. Lamm presented comments from Environmental Protection Systems, a Chantilly-based consultant on the asbestos problem.

According to Reginald Simmons, a project manager for the firm, asbestos at the school is easily crumbled or pulverized and in advanced stages of deterioration.

Simmons added that there is a high potential for exposure to the asbestos fibers. The school has about 650 pupils and houses the city school administrative offices.

Already the auditorium and a portion of hallway have been closed because asbestos levels exceeded federal regulations.

Lamm said a pre-bid conference was held last week and award of the project is scheduled for April 13. City Council must determine where the funds to pay for it will come from prior to the contract award, said City Manager George Brown.

Brown said it is unlikely that the city will get money from the state. He said his staff would review short-term loans with local banks and look into the legal ramifications of a bond issue.
