LaGarde had moved to Wilmington in 1985 after retiring as a sales representative with Dominion Signs of Roanoke.
He had a long list of awards, including designation as "Southern Advertising Man of the Year" in 1975 by Southern Advertising/Markets magazine.
He was the four-time winner of the prestigious Robert M. Feemster Memorial Award of the American Advertising Federation, which he had served as Third District governor.
The Advertising Club of Richmond gave him its meritorious service award in 1978.
He had also been president of the Roanoke Valley Advertising Federation, which awarded him its silver medal.
Appointed in 1979 to the Governor's Consumer Education Committee, LaGarde had helped to create the Virginia Consumer Protection Act.
LaGarde lobbied the Virginia General Assembly for many years on behalf of small businesses and the advertising industry.
He spearheaded opposition to proposals for a state tax on newspaper inserts and on production work by advertising agencies. Both taxes were defeated.
In the Roanoke Valley, he opposed zoning laws aimed at restrictions on outdoor signs.
A native of Massachusetts, LaGarde served in the Navy, attended North Carolina State University and came to Roanoke in 1950. He joined Dominion Signs in 1964.
Surviving are his wife, Doris, two sons and three daughters.
