A PROPOSAL TO JUMP START SCHOOLS

DR. WALTER W. Palmer's "hind start" for the debilitating retardation of schools below the Mason-Dixon Line is truly on the proper wavelength (letter Feb. 14).

The problem doesn't dwell in the system per se, but in the power-based isms: cronyism, nepotism and good-ole-boy-ism. Egging the "decay" is the urge of citizens to beget, leaving child care to the state.
