ALEXANDRIA TAX URGED ON PARKING SPACES

A $5-a-month tax on most commercial parking spaces could raise about $1 million a year and encourage car pooling, two City Council members say.

But first, officials must determine whether such a tax is legal.

Council members T. Michael Jackson and Kerry J. Donley proposed the tax Tuesday. All commercial parking spaces except those reserved for customers of retail businesses, the handicapped and car pool vehicles would be taxed.

Donley and Jackson said the tax offers an alternative to raising real estate taxes and provides a financial incentive for commuters to join car pools.
