The $1.5 million apartment project, being developed by Hammond Hunt & Associates of Abingdon, will be on land Lanier Frantz owns at Woodman and Chilton streets in New Castle.
The supervisors previously had approved the project but the Farmers Home Administration had reservations about some of the proposals.
One of the governmental agency's concerns had to do with possible age discrimination by restricting the apartments to people over 62, said Jeffrey Johnson, Craig County administrator.
As a result, proposals were rewritten, Johnson said.
On another matter, the supervisors asked the county attorney to seek a $2,000 settlement in a dispute between the county and Whitescarver Engineering of Roanoke over the air conditioning system in the county office building.
The supervisors said the county had to pay $4,000 to another firm to repair the system because it was not properly repaired by Whitescarver.
Whitescarver has denied faulty work and has attempted to settle the dispute for a lesser amount than the supervisors had sought.
Johnson also told the supervisors that he is still gathering information on costs and procedures to begin a state-mandated recycling program. He said procedures for separating recyclable trash and buying a trash truck need to be worked out. He also said he doesn't have any cost estimates.
