DRUG BUYER CHARGED AFTER QUALITY COMPLAINT

A man walked into the Atlanta police headquarters, threw a packet of suspected crack cocaine on an officer's desk, and demanded that his dealer be arrested for selling poor-quality drugs.

Willie J. Collins, who refused to tell police his age or address, walked into headquarters Sunday at 9:45 p.m., threw the drug on the desk of Officer V.J. Williams, and "said he paid $20 for it and it wasn't any good," Williams reported.

Williams said Collins told him this wasn't the first time he'd "paid good money for bad stuff" and he wanted the dealer who had sold him the low-grade cocaine arrested.

Instead, Williams charged Collins with possession of cocaine. Collins was arraigned in Municipal Court and the case was bound over to Fulton County Superior Court on a lesser charge of criminal solicitation, Williams said.
