Prosecutors charge that the men, who were named in a 13-count indictment unsealed Thursday, ran a crack house in a public housing project.
Officer Charles Hill was fatally wounded and a gang member was shot and killed by police during a shootout on March 22, 1989.
Eddie Jackson, 18, and Armstead Gravette, 28, both of Alexandria, were named in the indictment, as well as two Brooklyn, N.Y., men, Bruce Murrell, 18, and Theodore Henderson III, 19.
The charges against the four include conspiracy to possess and distribute drugs, multiple counts of possession with intent to distribute cocaine, and conspiracy to engage in interstate racketeering.
Gravette, Henderson and Murrell also were charged with the commission of violent crimes in aid of racketeering and with possession of firearms, according to the indictment.
