The first step is a feasibility study, and Rep. Rick Boucher, D-Abingdon, said in a telephone interview Thursday he plans to ask for money for the study this year.
A purpose statement, also adopted by the commission at a meeting Wednesday, calls for the commission, in cooperation with the National Park Service, to develop a public-private commercial venture in the Rocky Knob area.
Rocky Knob is one of a handful of projects being planned to enhance the experience of the two million visitors annually to the Blue Ridge Parkway.
Boucher said the site was next for development after the music appreciation center at Fisher Peak on the Carroll County-Grayson County line.
The development plans to emphasize the natural environment and historic traditions of the Blue Ridge Mountains.
