Under the agreement announced Friday, the city and Alameda County will not have to guarantee sellouts.
"There is now a true partnership of sharing the attendance risk with the Raiders," Wilson said at a news conference attended by Jack Brooks, co-owner of the team.
The City Council and county supervisors two weeks ago approved a deal that would have guaranteed the team $602 million in ticket sales over 15 years. If the ticket sales fell short the city and county would have had to make up the difference.
