County Administrator Randy Arno plans to present the Board of Supervisors with a nearly $11.6 million budget at tonight's 7:30 work session at the courthouse.
The budget 7 percent bigger than 1989-90's. More than a quarter of the increase - $192,000 - is earmarked for monitoring wells at the landfill and state-mandated engineering studies.
Arno said the increase in general expenses was only about 4 percent if new landfill costs were excluded.
The largest item in the budget is the School Board request of just over $8.2 million. Arno proposes to fund the school budget in full with one caveat.
"It's with the recommendation they prepare a capital improvement budget," said Arno in a telephone conversation Monday morning. "It would involve taking each school and using Literary Loan funds to renovate them rather than operating budget [monies]."
Under state guidelines that went into effect this year, capital spending is included in each category of the operating budget.
Property tax rates are scheduled to remain the same. The real estate tax is 67 cents per $100 assessed value, including a 7-cent levy per $100 for the fire fund. Personal property tax is $1.82 per $100 assessed value, including a 25-cent levy per $100 for the fire fund.
The budget does not include for a pay raise for most county government employees. Instead, Arno proposes that the county pay employee's 5 percent contribution to the Virginia Supplemental Retirement System. Constitutional officers would also receive mandated raises.
Arno proposes one new user fee - a tipping fee of $15 per ton for commercial and industrial landfill users. This could raises $58,000.
