Council approved two loan applications totaling $530,000 to the Literary Fund at the request of Superintendent Harold Lamm.
Last month, City Council approved a $1.5 million asbestos-removal plan, of which $1 million would be spent on Albert Harris.
At the time, City Manager George Brown said he believed it would be unlikely the school system would be awarded the loan. Tuesday, Lamm said he also believes odds are against the loan approval, but an application will be submitted.
Lamm said that school systems statewide are requesting money for the removal of asbestos.
He asked City Council to wait until he receives an answer on the application before starting the bond-issue process.
A contract for the project is scheduled to be awarded next week. City officials will borrow money on a short-term basis until complete arrangements are finalized with either the Literary Fund loan or the bond issue.
