The board commended Superintendent Wayne Tripp for his presentation of the spending plan for the 1990-91 school year, which gives all but beginning teachers a pay raise that exceeds the state-mandated 5 percent increase.
"We are fortunate to have the relationship with City Council and the city government that we do," Tripp said, noting that he hoped council would provide the $9.2 million in local funding needed next year, nearly $550,000 more than the city provided in the current year's budget.
Council will be asked to approve the new school budget - $1.2 million larger than the current budget - in two weeks.
"This is a comprehensive, ambitious budget," Tripp said. "I'm quite pleased with where we stand."
Pay for base-level teachers with bachelor's degrees would increase 5 percent. Pay for those with one year of experience would increase 5\ percent and for those with two years' experience, salaries would increase 5 1/2 percent.
The school system has treated beginning and early-year teachers as non-tenured in past years, giving each level the same pay increase. Tripp said earlier that the school system wanted to acknowledge experience in early years of employment with pay raises.
The school system expects to receive about $515,000 more in state funding - a total of $6.1 million. Federal funding is expected to increase a little more than $30,000, to a total of $583,000.
Other budget highlights include:
$68,000 for two new school buses.
$50,000 in start-up costs for an International Baccalaureate Program at Salem High School, to be funded entirely by several area businesses and industries.
$15,000 for new uniforms for the Salem High School Band.
$11,000 to fund a summer intervention program for at-risk primary grade pupils.
$8,000 for an athletic training program at Salem High School.
Price increases for school lunches. Elementary pupil lunches would increase five cents, 10 cents for middle and high school student lunches and 10 cents for adult lunches.
A $5 increase in substitute teacher pay, from $40 to $45 per day.
A $10 increase in driver education fees, from $25 to $35.
