Albania has been one of four major nations without direct telephone service with the United States.
AT&T also has petitioned the Treasury Department to allow formal negotiations with Vietnam, which along with Cambodia and North Korea do not have telephone links with the United States, said AT&T spokesman Herb Linnen.
