Police said the arrests did not stem from an organized sweep, but rather from police officers who saw suspicious activity as they patrolled the area.
Among those arrested were a 15-year-old boy who was seen dropping a package of crack onto a garbage can as police patrolled the Lincoln Terrace housing project, a New York man charged with possessing a large amount of crack at Fifth Street and Harrison Avenue, and two 18-year-olds who were chased from Harrison Avenue to Lincoln Terrace before being arrested on cocaine charges and traffic violations.
