In what is believed to be the largest declared commitment to community development by any bank ever, San Francisco-based Security Pacific Corp. pledged $2.4 billion in loans and donations over 10 years for low- to moderate-income housing and small and minority-owned businesses in California.

Crestar Financial Corp. has reported net income of about $27.1 million, or 85 cents per share, for the first quarter of 1990, up 11 percent from the $24.4 million, or 78 cents per share, earned in the same period last year.

Wool and mohair producers are getting about $100 million in subsidies because 1989 market prices fell below the federal support level, the Agriculture Department said Thursday. The payments are to begin immediately.
