WOMAN BEGINS DUTIES AS SALTVILLE'S MANAGER

Kathryn Morse is Saltville's first full-time town manager in several years and its first woman manager ever.

In fact, she is only the second woman to hold a town manager's job anywhere in Virginia.

Morse has worked with the Virginia Department of Housing and Community Development and has been certified by the West Texas Solar Energy Society in solar energy design for small commercial buildings and homes.

She said she hopes to see zoning policy changes in Saltville to encourage low- and moderate-income housing development.

She has a bachelor's degree in political science from Louisiana Tech University, a master's in local government management and planning from Texas Tech University, and is working toward a master's of divinity for community ministries and planning through Southern Baptist Theological Seminary.

She attended her first Town Council meeting this week. For several years, Saltville has been served by a part-time town manager working out of the Mount Rogers Planning District Commission.
