FLOYD SUPERVISORS OK PRIORITIES FOR 1990-91 ROAD CONSTRUCTION

The supervisors approved the 1990-91 priority list for secondary road construction in Floyd County Monday, but not without reviving a debate from six months ago.

The Board of Supervisors approved the $1.1 million list at its regular monthly meeting by a 3-2 vote. The vote was the same as when the county approved the six-year road plan in November.

Again, Chairman William Whitlock and Reece McPeak voted against the plan. Once more, the point of contention was the construction project at Virginia 720.

The board expressed a desire to undertake the construction project after the public hearing in October. The source of funding has generated debate - and continues to. The board moved $40,000 from the contingency fund to the project.

"There's always been $75,000 in the countywide fund," explained McPeak. "But instead of spending it on culverts and guardrails [the intended purpose], we're spending it on a construction project."

The board also added roadbed improvements to Virginia 690 and the eastern section of Virginia 738 to the list. They replaced projects to Virginia 661 and the western section of 738 which could not be undertaken because right-of-ways could not be acquired.

James E. Akers of Riner suggested the change in the project for Virginia 738 at the public hearing which preceded the supervisors actions.

The supervisors did not take any action on the requests of any of the other five speakers at the public hearing.

Spot improvements on Virginia 787 replaced similar work scheduled for Virginia 619.

In a related road matter, the board passed a resolution calling for the state Department of Transportation to accept Crestview Drive into the state highway system. The road is in a subdivision developed by Doug Phillips, president of Phillips & Turman Construction Co.

In other business, the board authorized the advertisement of the School Board appointment for District B-81. The supervisors will hold a public hearing at 7:30 p.m. on May 21 to accept nominations for the School Board. School Board Chairman Dale Proffit holds this seat.

The board approved the purpose statement, goals and schedule of the Bicounty Commission.

The supervisors will meet at least twice before their regularly scheduled meeting on May 21. They have a budget work session Thursday night at 7:30. And there is a joint public hearing with the Floyd-Floyd County Planning Commission over amendments to the subdivision ordinance on May 7.
