In a special meeting via telephone conference call, the board unanimously approved a 7.5 percent increase in tuition and surcharges - a reduction from the 11.5 percent increase approved April 5.
The revision became necessary after Wilder proposed a budget amendment last week to prevent the state's four-year public colleges and universities from raising tuition more than 6.5 percent and the community college system from raising tuition more than 7.5 percent.
The General Assembly approved the amendment Wednesday.
Total charges, including the tuition and surcharge, for the 1990-91 academic year at the state's 23 community colleges will be $28.60 per credit hour for Virginia residents - an increase of $2 above the 1989-90 rate. For out-of-state students, the charge will be $142 per credit hour - a $10 increase.
The surcharge will help the system compensate for a 5 percent across-the-board cut ordered by the General Assembly earlier this year for state agencies and institutions.
