State police on Thursday charged charged Floyd Goode, 47, of Chesterfield in Wednesday's accident on Mechanicsville Turnpike.
Goode was driving an asphalt-loaded truck east in the right lane when he apparently tried to make a U-turn, according to Trooper D.R. Reed of the state police.
The tanker, headed in the same direction in the left lane and driven by Stuart Douglas Woodland, 45, crashed into the left rear of the dump truck, Reed said. Woodland, of Essex County, burned to death in his cab.
The fire gutted a restaurant and toppled power lines.
Up to 3,000 gallons of gasoline spilled into the Chickahominy River. Workers put booms in the river to contain the spill.
Goode and a passenger in the dump truck, Odell Harris, 43, of Petersburg, were injured and taken to hospitals. They were treated and released.
The accident closed U.S. 360 until just before Thursday morning's rush hour.
