I have lived in Eagle Rock for 28 years and English is the only language spoken here. Perhaps his problem is that he does not have the ability to understand English.
I believe this is the second time he has mentioned Eagle Rock in his little articles. Has he ever been here, or does he even know how to get here? If he had, he would realize that English is spoken here and that Eagle Rock is not in the "boonies" as he implies but in the middle of Botetourt County just off of Routes 220 and 43.
