Two incumbents, Larry D. Brookshier and James A. Vest, are seeking re-election. Payton Otey, a former councilman, is running for a third seat, which opened up when E. Thomas Messier opted not to run again this year.
Messier, a former Planning Commission member, joined council in 1980.
Otey, who taught in Bedford County's school system for more than 35 years, was appointed in 1986 to serve a council member's unexpired term. Otey is the brother of Russell Otey, Bedford's first black mayor who resigned his post in 1980.
Brookshier has served on council since 1986. Vest has served since 1982.
About 2,800 Bedford residents are registered to vote in Tuesday's election. Those unable to vote that day can cast absentee ballots at the Bedford Municipal Building through Saturday. The city's registrar will be open extra hours for absentee voting 9 a.m. to 5 p.m. Saturday.
