O'Neill, who described the proposed fees as unprecedented in Virginia, said Tuesday the fees are designed to encourage recycling and prolong the life of the city landfill.
Under the proposal, residents would no longer pay for trash service as part of their general property taxes. Instead, they would be charged for every bag of trash they want thrown away.
No general tax money would then be used for garbage collection, and the real estate tax rate could be reduced by 11 cents in the first full year of operations, O'Neill said.
"I personally am very excited about it," said Mayor James Eason. "It's an incentive to be very mindful of the waste you're creating. Here's a way to do it that offers you a financial incentive."
