The award recognizes his volunteer contributions to Blacksburg, Virginia Tech, Montgomery County and the region.
Payne retired after several years as general secretary of the campus YMCA and, later, counselor for religious affairs. He was honored at the 1989 Tech Founder's Day, and Omicron Delta Kappa, an honorary leadership society, established an annual community service award in his name.
Payne, honorary chairman of the United Way and the Christmas Store, has received numerous other honors, including an outstanding service award from the county mental health association. He was named a distinguished citizen by the Blacksburg Chamber of Commerce and clergyman of the year by the Civitan Club. He has been involved with several organizations, including the YMCA, Center for Volunteer Development, Friends of the Library and the AARP.
Payne was nominated for the national award by the Blacksburg AARP chapter.
