Moran, in an evening news conference, criticized Parris, calling the incumbent "the laziest man in Congress." He said Parris "is not interested in the issues affecting Northern Virginia."
A spokesman for Parris said Parris stands by his record, and he expects to run a spirited campaign.
Moran is the only Democrat seeking his party's nomination.
Moran's biggest problem could be introducing himself to voters in that part of the 8th District where he has never sought office: parts of Fairfax, Prince William and Stafford counties. He is well known after serving a decade in Alexandria, but elsewhere he must persuade voters to choose a newcomer over a familiar face.
"I clearly am an underdog," Moran said. "More incumbent congressmen die in office than are defeated at the polls."
