DROPOUT DECLINE TIED TO GRADUATION RULES

Virginia's high school graduation rate has declined from 26th to 34th in the nation partly because of tougher graduation requirements, a state education official said.

The percentage of ninth-graders who went on to graduate from high school in four years dropped from 74 percent in 1987 to 71.6 percent in 1988, according to a U.S. Department of Education report issued Wednesday.
