WILDER ATTEMPTING TO CURB SPENDING

Gov. Douglas Wilder said Thursday he will try to curb wasteful government spending by asking state agency heads to trim or eliminate unnecessary programs.

Wilder announced his "Project Streamline" in an address to alumni of the Virginia Executive Institute, a training program for state managers.

"Project Streamline will provide each of us the opportunity to rethink our priorities and to trim or eliminate unnecessary or lower priority programs," Wilder said in prepared remarks. "Yet we will continue to provide the highest degree of service."

The governor linked his plan to cut government waste to his "New Mainstream" campaign theme that stressed fiscal conservatism.

"If an agency is paddling outside the mainstream, we must pull it in," he said. "For agencies that are trying to bring their mission into the mainstream, we must assist them."

Wilder's spokeswoman, Laura Dillard, said the eight Cabinet secretaries were asked Monday to oversee efficiency studies in state agencies.

She said the project will include a review of some of the seven state management studies conducted over the last two decades.
