Ignoring the threat of a veto, the Rules Committee of the House of Representatives approved legislation Tuesday that would require employers to grant workers up to three months of unpaid leave to care for newborn infants or sick relatives.

\ Marta Istomin, artistic director of the Kennedy Center for the Performing Arts in Washington, D.C., for more than 10 years, resigned Tuesday, citing "a considerable philosophical difference" with new board Chairman James Wolfensohn.
