Cynthia Bailey said her agency and the State Water Control Board are considering stepping in if the company pulls out.
"Our sense is that the company doesn't have any assets with which to do the work, so we may be looking at doing some things ourselves," Bailey said.
One question to be answered is whether enough state money is available. "We're looking at fairly limited funds to do anything," Bailey said.
A judge ordered the landfill closed last week because of pollution. Bailey revoked the landfill's operating permit last week on similar grounds.
