2. Sell it to the legislators. They have "power of the purse" and make the laws governing it.
3. Set yourself up as director of the project.
4. Create a consulting firm.
5. Hire yourself to consult yourself about who knows what.
6. Pay yourself a fat fee.
7. Laugh all the way to the bank well into the next century.
