Judge James Turk granted the union's motion to reconsider a May 1 summary judgment in which Turk ruled that the union's argument with the railroad was a "minor dispute" that should be arbitrated under the Railway Labor Act.
Turk had granted NW a permanent injunction barring a union strike against the company.
