The report released Tuesday by the Institute for Southern Studies said Virginia has a congressional delegation that is considered anti-conservation, but its legislature is less hostile to environmental measures.
Massachusetts got the best "Green Grade" ranking on environmental matters; Mississippi was ranked 50th.
Virginia got a maximum 5 points in the study for its program to control agricultural runoff into state waters. Only two other states, Wisconsin and Connecticut, scored as high. Both of those states ranked in the top five nationally in the overall "Green Grade" rankings.
Virginia had low scores on pesticide, hazardous waste and solid waste regulations.
