Circuit judges last year appointed Higgs, a Salem civic leader and former manager of a Salem Bank and Trust branch, to fill the unexpired term of James F. Tobey, who retired in December.
Higgs was chosen from a pool of 14 candidates to fill the position for a year until the November general election.
In announcing her candidacy, Higgs said that she is striving to improve the operation of the clerk's office and to ensure the best possible service to her fellow Salem residents.
"My major thrust has been to give the public the very best personal service," she said. "I have instituted several procedures which I feel are important to the public."
She cited such additions as a private conference room for people who need to discuss sensitive matters and providing citizens who use the services of the clerk's office with an information packet and copies of important legal documents.
Higgs' announcement brings to four the number of candidates who have entered the race. Other candidates are Bob Gray, an employee of the Salem Department of Parks and Recreation; C. Donald Bedwell, business manager for Valley Motorsport; and H. Lee Hale, a senior appraiser for the city of Salem.
