BANK CREATED TO HELP NEW DEMOCRACIES

The United States and 39 other countries joined Tuesday in formally creating a development bank designed to help the emerging democracies of Eastern Europe - and the Soviet Union - finance their transition to freer-market economic systems.

The signing ceremony is expected to pave the way for loans by the new institution by early next year.
