Matthew Duffy, manager of the Roanoke district office, said virtually everyone is cooperating in providing the data.
The number refusing to cooperate is "insignificant," he said.
Duffy said 73.1 percent of people in this district voluntarily returned their forms by mail.
Of the 26.9 percent who failed to mail their forms, 68.9 percent competed census returns in the second phase involving home visits.
The office has had about 500 enumerators fanned out through the district that extends from Craig and Bath to Pittsylvania and Amherst.
Duffy said work has been completed in most of the rural areas.
Enumerators are primarily visiting homes in the district's four cities: Roanoke, Danville, Lynchburg and Martinsville. They should finish by June 8.
Duffy said that about 200 enumerators will begin about June 25 on the third and final phase of data collection.
Those workers will visit people who returned forms that involve some problem or question to seek clarification of the information provided.
