Norris needed a special permit because the center, which was evicted from its Blacksburg site, cares for some predatory animals. The vote was 5-0, with Supervisors Henry Jablonski and George Gray absent.
However, the board did attach some conditions to the permit. The center must show the county that it has $250,000 in liability insurance, which the center is in the process of obtaining. And it may not release coyotes into the wild, although it may care for them.
Supervisor Joe Stewart, a farmer, said he believed coyotes killed 30 of his sheep and several other animals, but he has not been able to catch one to prove it.
Norris said the center will treat about 1,000 animals this year, but it has never treated a coyote.
