PLANNERS ENCOURGAE LANDOWNERS TO WORK OUT BOAT-DOCK SOLUTIONS

Franklin County planners believe they have found a rather simple solution to the complex problem of fitting boat docks into small coves at Smith Mountain Lake.

Under regulations in both Bedford and Franklin counties, boat docks may not extend more than one-third of the way across the width of a cove. That requirement often is hard to meet in the back of coves where landowners compete for limited water access.

Franklin County planners are proposing to waive the one-third requirement if a landowner gets approval of adjacent landowners.

The idea, explained Zoning Administrator Carolyn Handy, is to encourage landowners to work out a solution among themselves instead of going through the county's zoning process.

The Franklin Planning Commission will consider enacting the new boat-dock rules at its monthly meeting scheduled for 7 p.m. June 26 at the county courthouse.

The Planning Commission already has recommended changing the county's subdivision ordinance to require developers to show the placement of individual boat docks in their subdivision plats.

That change - which should let land buyers know if they can build a boat dock on their property - will be considered Monday by the Board of Supervisors.

Other zoning requests scheduled to be heard June 26 by the Planning Commission include:

Thomas J. Campbell of Penhook. Special-use permit to expand Pirates Cove trailer park from 23 to 31 units. Located on five acres on Virginia 920 at Smith Mountain Lake.

Petroleum Marketers Inc. of Roanoke. Rezone 7.8 acres at intersection of U.S. 220 and Virginia 697 from agricultural to general business use to build an all-night convenience store with gasoline pumps. Land now owned by Mafin Development Inc.

Roger Lynch. Special-use permit to build a saw mill on five acres off Virginia 834 near Gills Creek.

James Cromer of Salem. Variance to build boat dock from lot in Windtree subdivision that extends more than one-third of way across cove.

Nineveh Union Church of Hardy. Variance to build addition to church building within 12 feet of property line. County requires 40-foot rear setback.

The following requests are scheduled to be heard at 6 p.m. June 26 by the Franklin County Board of Zoning Appeals:

Tommy Barnhart of Boones Mill. Variance to build truck-hauling business within 5 feet of adjoining property on U.S. 220. Planning Commission recommended denial, 6-0.

B. Howard Preston of Glade Hill. Variance to side-setback requirements to build a garage onto his house at Virginia 814 and 876. Planning Commission recommended approval, 5-1.
