The measure would create statutory protection similar to a trademark for such symbols as the flag and U.S. seal. No license would be required to display a flag, Boucher said, but it would be clear there would be "no right to use the flag in a way that results in it being defaced, defiled or destroyed."
Boucher acknowledged that he knew of no cases where flags were burned in the 9th District, but said the public clearly wanted some form of protection for the flag.
