State police said the leak was found shortly after noon in a truck owned by the Witko Co. of New York City.
Mary Williams, Washington County emergency services coordinator, said the truck was carrying four chemicals, including tolulene. Tolulene is used to make glue and is highly flammable, she said.
There were no reports of injuries.
The highway was closed between exits 4 and 8 and traffic was rerouted onto U.S. 11.
