Bassett-Walker Inc. of Bassett said it will open in April a fabric manufacturing plant at Kinston, Lenoir County, N.C., employing 300 to 400 people. Bill Horne, president, said the company looked at several sites within three hours of its core group of sewing plants in Henry County, and Kinston was "the best match for our operation." Bassett-Walker is owned by VF Co.

\ The U.S. Department of Agriculture has announced an average loan rate of $1.56 per pound for the 1990 burley tobacco crop, 2.6 cents per pound more than in 1989. The loan rate is the price at which the government will provide loans to farmers to allow them to hold their crops for later sale, presumably at better prices. Virginia farmers rank third nationally in burley tobacco production, growing about 23 million pounds yearly, all of it in the southwest portion of the state.
