Robert E. Marginot, 57, a resident of Shannondale in Harpers Ferry, W.Va.,
and the Chief of Risk and Insurance for Loudoun County, Va., died of internal
bleeding and lung complications at Washoe Medical Center, Reno, Nevada, on
June 25, 1990. He was there attending the annual conference of the Public Risk
Management Association. Mr. Marginot was born in Boston, Massachusetts and
moved with his parents to to the Washington area in 1942. He graduated from
St. John's College High School and received his degree in business
administration from Georgetown University (1959). He served in the Army for
two years during the Korean War as an instructor at Fort Belvoir. In 1969 he
received his Associate in Risk Management designation from the Insurance
Institute of America. He worked in the risk insurance field for most of his
life. From 1961 to 1971 he was employed with Atlantic Research Corporation and
Susquehanna Corporation, both in Alexandria. In 1972, he moved to Dallas,
Texas and worked at the Headquarters of E-Systems. In 1977, he joined Maryland
State Treasurer's Office at Annapolis. In 1985, he became the first Chief of
Risk and Insurance for Loudoun County, Virginia where he proved to be an
invaluable asset. Mr. Marginot established Loudoun County's risk management
program. He held this position until the time of his death. Mr. Marginot was
very active in risk management organizations in the Washington Metropolitan
Area and in Virginia. In 1987-88 he held the office of president of the
Virginia Public Risk Management Association and in 1988-89 held the office of
president of the Potomac Chapter of the Risk and Insurance Management Society.
After serving as president of both organizations, he was elected to the board
of directors of each. Expressions of sympathy may be given to the Robert E.
Marginot Memorial Risk Management Scholarship Fund, c/o Potomac Chapter, Risk
and Insurance Management Society, Community Realty Company Inc., 6305 Ivy
Lane, Suite 210, Greenbelt, Maryland 20770. Survivors include his wife, Lois
J. Marginot, Cabin John; two children, John D. Marginot, Cabin John; Sandra L.
Marginot, Annapolis; two brothers, William H. Marginot, Panama City, Fla.;
Charles F. Marginot, Vienna, Va.; four sisters, Dorothy Ahern, Naples, Fla.;
Patricia Busi, Cabin John; Maryland; Phyllis Schmoyer, Warrington, Penn; Jean
M. Foster, Gaithersburg, Maryland; and one grandchild. A memorial service will
be offered at Holy Trinity Lutheran Church, 605 West Market, Leesburg, Va. at
10:00 a.m., Tuesday, July 3, 1990. Interment will be at St. Joseph's Cemetery,
990 LaGrange Street, West Roxbury, Massachusetts 02132.
