Council members have met at least eight times over the past month to discuss the budget, which includes about $4.48 million for the general fund, said Town Manager Don Holycross.
"They've looked at this very thoroughly," Holycross said. "They had it all figured out before this meeting."
Only a few people turned out at public hearings this week to protest the tax increases.
Real estate and personal property taxes will go up 5 cents per $100 assessed value.
Taxes on water will increase by 10 percent, and the sewer tax will increase by 20 percent. Utility taxes will increase by 2.5 percent.
