"We call on the present leadership to set aside all political differences in order to squarely face this catastrophe," the underground Revolutionary Alliance of the Masses-Soldiers of the Filipino People said in a statement.
The rebel group said its members were prepared to help in the relief effort but asked that the government agree to a "temporary and finite" halt to the search and capture of rebel members.
It said the rebels have declared a unilateral stop to all anti-government activities "during this time of national tragedy."
