The police said no one was wounded in the explosion, which ripped a hole in the 23-story building on Threadneedle Street and sent a shower of glass and concrete onto the street just before the start of the business day.
London police said the warning provided time to evacuate as many as 300 people from the building and close off the surrounding area 20 minutes before the bomb went off.
