Clemson, which trailed by 13 in the first half, cut the lead to 54-53 with 1:33 left on Donnell Bruce's fourth 3-pointer of the second half.
South Carolina (17-5) missed three free throws on its next two possessions. Clemson did no better, failing to connect on two jumpers that would have given the Tigers their first lead.
English then sank two free throws with 21 seconds left to make it 56-53. After Bruce missed on a 3-pointer, Barry Manning made a pair from the free-throw line with six seconds left to seal the victory.
Clemson was able to dictate the tempo for the most part, engaging in a deliberate offensive attack and holding the Gamecocks to their second-lowest offensive output of the year.
But while it kept the score down, it didn't bring the Tigers, who had lost their last four games by 82 points, what they needed most - a victory.
Clemson (9-11) lost its fifth straight game and ninth in 10 outings.
South Carolina led 36-27 at the half, but the Gamecocks committed as many turnovers (six) in the first nine minutes of the second half as they did in the entire first half.
The result: Clemson cut its deficit to two points four times and one once in the final 20 minutes. That was as close as the Tigers got despite the heroics of Bruce.
Starting in only his third game of the season, Bruce scored 23 points, which was not only a career high but was half as many points as he had scored all season. Bruce's previous high was 17 in 1988 against Rider.
