GENERAL ASSEMBLY/ WEDNESDAY'S HIGHLIGHTS

Gun purchases: Senate Courts of Justice Committee voted 8-6 to approve a House bill that would require instant criminal background checks on buyers of all guns except antiques. The committee amended the bill to raise the fee from $2 to $8.

State song: Sen. Benjamin Lambert, D-Richmond, said a bill that would remove offensive lyrics from the state song, "Carry Me Back To Old Virginia," could lead to a resurfacing of racism.

Ambassador honored: W. Nathaniel Howell Jr., former U.S. ambassador to Kuwait, met with Gov. Douglas Wilder and was honored by the General Assembly.

Banks and insurance: The House voted 89-1 to accept the governor's technical amendments to a bill allowing banks to sell insurance. Voter registration: The Senate voted 29-7 to approve a House bill that would allow voter registration in apartment complexes and condominiums.

Gypsy moths: The Senate approved, 38-0, a House bill that would allow localities to set up special tax districts to pay for gypsy-moth spraying.
