GENERAL ASSEMBLY

Loaded gun: The House of Delegates voted 70-29 to pass a weakened version of a Senate bill making it a misdemeanor when an adult recklessly leaves a loaded gun within reach of a child younger than 15.

Land value: The House voted 57-40 to pass a bill establishing a two-year experiment in which juries of landowners selected at random would determine the value of land seized by the state for highway projects in Northern Virginia.

Surrogate motherhood: Lt. Gov. Don Beyer cast the deciding vote as the Senate voted 19-18 to pass a House bill that would regulate surrogate motherhood contracts.

Parental consent: An attempt in the Senate to add a parental consent abortion measure to another bill failed when Beyer ruled the amendment was improper.

Budget compromise: Gov. Douglas Wilder indicated to reporters that he may go along with a budget compromise that keeps his $200 million reserve fund intact and abolishes mandatory furloughs for state workers in favor of deeper agency spending cuts that could lead to more layoffs.

Flag burning: The Senate voted 20-18 to kill a resolution urging Congress to pass a constitutional amendment that would ban flag burning.

Gun checks: The House voted 96-0 to reject Senate amendments to a House bill expanding criminal record checks for gun buyers.

License suspension: The House voted 84-6 to reject Senate amendments to a bill allowing judges to suspend the driver's licenses of drug law offenders. The amendments would require suspension of the driver's licenses of certain bad-check writers and legislators who run up the highest travel expenses.

Tobacco age limit: The House voted 76-19 to accept Senate amendments to a bill raising the age for purchasing tobacco from 16 to 18.

Horse racing: The House voted 59-34 to accept Senate amendments to a bill allowing simulcast horse racing.

Clean air: The House voted 54-38 to reject Senate amendments to a bill requiring commonwealth's attorneys to enforce the Virginia Clean Indoor Air Act.
