Monroe was a runaway winner in balloting conducted by the Atlantic Coast Sports Writers Association, earning 54 of the 106 votes cast. Christian Laettner of Duke was second with 31 votes and Kenny Anderson of Georgia Tech next at 21.
"I'm very surprised. I know a lot of people in the league had some great years," Monroe said. "It's a great honor for me."
The 6-foot-3 native of Hagerstown, Md., is third on the all-time ACC scoring list with 2,507 points, 49 behind second-place Johnny Dawkins of Duke. Monroe would have to play the complete NCAA Tournament - or have some phenomenal performances - to catch all-time leader Dickie Hemric of Wake Forest, who has 2,587 points.
Only one of the 104 ballots for the top freshman honor did not have Rogers' name on it. That vote went to Grant Hill of Duke.
Rogers, a 6-7 graduate of Durham Hillside High School, was Wake Forest's leading scorer in nine of the team's 27 regular-season games, including the final three. His 21 points in the regular-season finale against North Carolina State helped the Demon Deacons gain their first winning season in the ACC (8-6) since a 9-5 mark in 1982.
"A lot of people think that I did it myself," Rogers said. "I owe it all to my teammates because if it weren't for them getting me the ball or whatever, I wouldn't have the recognition that I have now."
